While urban revitalization brings economic benefits to depressed areas, the degree to which those benefits accrue to the incumbents of the revitalizing area is an issue of both economic and social concern. The research undertaken by the McNair Center for Entrepreneurship and Economic Growth (McNair Center) at Rice University’s Baker Institute for Public Policy (Baker Institute) will assess the success of incumbent small businesses in Houston’s Second Ward and Third Ward (together, the Wards) and the contribution of those businesses and the Wards to the economic growth of Houston during the 21-year period from 1999 to 2020 (the Revitalization Period).
